Personally, I'm thinking mandatory cybersecurity classes and two factor authentication.

(It's clear that even the people who know how to create their own passwords aren't doing a very good job at it. Given organic memory limitations, it's probably better to just set things to lessen the need for passwords.)

It's easier to convince people to be careful with things they understand are an important resource than it is to convince them to be careful with the magical flashing rock that sometimes yells at them.
