Steve admittedly tenses, almost moves when the whole structure bucks - like he's still got the manpower to do anything about it. He catches himself quickly enough, fingers tightening around Mjolnir's handle and teeth clenching - which only makes them hurt more, because he can definitely feel whatever the tower's trying to do. It feels like it's trying to turn him into a human tuning fork. It feels like Mjolnir's... fighting it, maybe? Or maybe it's fighting him. Or itself. There's something simmering under the surface, there, even as he watches Winter and Yelena start to move.

But then Cortana jerks a little and Steve's pivoting to check on her. "Cortana?" he yells, even though of course it probably doesn't do any good. He does, though, finally actually move, not exactly putting himself between her and the tower - she is partly bait, he knows that - but getting a little closer. Technically, he's bait, too. Maybe they should try splitting its attention.

Or maybe he's a little impatient. Either way, that pre-thunderstorm feeling in the air increases, and there's a flash of lightning - just across the sky. Like a warning shot. His skin tingles, like a low-level burn, but it's not nearly as bad as actually hitting something with a bolt.

He knows he can't hit the damn thing with Winter and Yelena on it. Maybe the tower isn't smart enough to know that.
