For the moment, Winter takes this at face value. "What could you be doing that you aren't?" he asks, reasonable and thoughtful. "Most of what needs doing is either spy stuff. Like research or infiltration. Or doing missions to keep people safe where we shoot things. You're doing that one." If there's something more they could do, Winter certainly would be trying to do it, he thinks.
