It's near Dogtown that Yelena comes across him. It's her turn to patrol the fences, to chase off wandering idiots, or to dive in after the ones who inevitably slip through, whether lured by contrarianism, juvenile bravado, or some other, less inherent thing. She resents it a little - with music once again flowing from the graveyards, it feels like a waste of time to be stuck rescuing people from their own stupidity - but given everything Dogtown chooses to be, there's too much risk that anyone who spends too long inside the fence might come back as something else to shirk her responsibilities.
